If there were proper planning, the working-class and middle-class neighborhoods like La Luna, La Concepción, Buenos Aires, etc., located in the southern zone of the city of Puebla, would have accessible communication routes and high-quality public spaces. How-ever, at present, these areas constitute a marginalized zone and are undergoing a process of environmental degradation due to irregular appropriation of the territory. This process jeopardizes the possibility of the southern sector of the city having a significant extension of green areas, which would provide multiple environmental and social benefits to the adjacent population, and even at a metropolitan level.
The lack of government actions to enforce order and uphold planning and legislative instruments has resulted in the deformation of public space. The expansion of the city has been entrusted to the real estate sector and landholders who seek profits through the sale of lands granted to them by the State. These lands are now part of a market that does not prioritize a healthy environmental setting, social well-being, quality of public spaces, or habitability. Instead, it focuses on the economic aspect of development.
