URIBE MENDOZA, Cristhian. Recall Vote at the Municipal Level in Colombia. Lessons from Bogota's City Case. Estud. Polit. [online]. 2016, n.48, pp.179-200. ISSN 0121-5167. https://doi.org/10.17533/udea.espo.n48a10.
This article examines the factors that help to understand why in some cases the recall vote at the municipal level works successfully, while in other cases the attempts to put it in action fail. For this purpose, a comparative case study of the attempts to revoke mayors Samuel Moreno, and Gustavo Petro in Bogota city is designed. The article argues that, once the promoters of the initiative have begun the respective process, the support of at least one opposition party or leader with political representation and enough financial resources to cover the campaign expenses are two key factors to make the citizen participation mechanism work. Additionally, the impact of other factors -such as levels of representation and governance of the mayors in question- is also empirically analyzed.
