This study examines the decisions and actions that shaped the diocesan administration fabric of Santa Marta during the mandate of prelates Vicente Arbeláez (1860-1864) and José Romero (1864-1891). The analysis of these two bishops' trajectories demonstrated that their exercise of power resulted in the institutional consolidation of the Church and in the defense of the Catholic institution against the implementation of liberal reformism. The findings reveal how the episcopal government was configured both by the pastoral safeguarding and earthly interests of the hierarchs and by the continuous shift of its management from ecclesial work to political participation.
