This article aims at analyzing administrative aspects of organizations in Boyacá, Colombia, and creating a guideline to orientate the small and medium entrepreneur towards implementing the System of Quality Administration (SGC). The article is an outcome of a research where an analysis has been carried out on gathered data through surveys that were applied unto small and medium companies in Boyacá during 2003. The results are then compared with those of two important organizations from the region where the implementation of SGC has been effective.
