Public transparency (FT) is a tool that promotes accountability and access to information about the actions carried out by governments. This process helps governments be more open and generate new spaces for communication and interaction with citizens. By means of a literature review, the purpose of this article is to examine the current scientific production encompassing the approaches, benefits, challenges, impacts, and evaluations of pt under open government thinking. A total of 52 works published between 2010 and 2018 in journals and conferences indexed in the Scopus database were studied. The results show a clear interest in researching strategies that promote transparency and identify political, management and technological barriers that could interfere in achieving transparency-related objectives and the desired effects over citizens and their governments. It is concluded that transparency is not a monologue proposed by States, but must be a mean to identify the characteristics of the citizen to whom it intends to reach. Therefore, it becomes necessary to address different elements in order to meet information needs regarding public management by citizens.
