The first part refers to the monocultural, colonial and excluding framework that has maintained a form of understanding economy which has been supported by the Constitution, favoring a distinct power bloc. It is followed by the analysis of the constituent scene as a historical opportunity to debate the reason of the economy. this debate results in the productive economic national model declared in the text of the Constitution.
