Background. According to the developments of the Observatorio de la Discapacidad de la Maestría of disability, it is necessary to create incentives for the current status of inclusive spaces enriched by the use of information and communication technologies (ICT), as well as resume previous studies that show the factors that keep the digital gap, such as lack of financial aid, technological aids, and lack of sensitivity training and social environment. Objective. Recognize libraries accessibility and availability of ICT and the use and appropriation by children and youth with disabilities of public libraries. Material and methods. We studied the use and appropriation of ICT by people with disabilities in Bibliotecas Mayores de la Red Capital de Bibliotecas Públicas in Bogotá, through participant observation, a checklist and a semi structured interview based on the Accessibility Guide from UNESCO. Results. In the findings is highlighted the interest of libraries officials to use technology resources that address the needs of people with disabilities. Regarding their knowledge on the subject of disabilities, officials considered they required training. While the availability of accessible ICT for children and youth with disabilities is restricted, there is provision for larger libraries. Conclusion. The use of existing resources for people with disabilities is low-zero; this leads to think about barriers related to the dissemination of material, timeliness and usability of the same, which interferes with visibility processes and inclusion of this population.
