This article analyses the technological innovation process from an economic policy point of view, specifically from an evolutionary perspective. It adopts a Schumpeterian approach from which the process of technological innovation can be seen as being a learning process. In this sense, technological innovation represents a change in knowledge and is therefore epistemological by nature. Such conceptualisation, together with a historical analysis of the process of technological innovation and its formalisation, will lead to understanding those changes which have happened in the process of technological innovation during the last two hundred and fifty years.
