This article addresses some empirical relations that can be established between collective action and public policies. The methodology relies especially on theories of collective action of social movements and the sequential approach of public policy in order to make a relational analysis of some elements of collective action (mobilizing structures, framing processes, political opportunities and repertoires) that can take place between collective social actors (hereafter CSA) to identify, define and register a problem in the public and governmental agendas of public policies. Here we make an especial emphasis in some manifestations of these relations in the case of the collective action from victim's organizations in the building process of public policies agendas of forced displacement at the municipality of Medellín. The article concludes that there is empirical evidence about the existence of a factual relation between forms of collective action and formation of the public agenda and the government's agenda in the public policy analyzed in the study.
