This study analyzes the rural development, focusing on issues of tourism and cultural heritage, the concept of tourism and the considerations on its conditions for success. The rural tourism is now a major issue globally. In a world that tends towards concentration, action is needed to fix the rural population, countering changes deserted the traditional human landscape, focusing on the promotion of an endogenous economy and dynamic self-centered economy, where tourism and the affirmation of identity by cultural heritage is relevant. It is unacceptable to a narrow concept of this vector for local development, whose implementation is urgent to be speeded up properly also in Latin-America. This review addresses the factorial explanation of the topic, such as conceptual problems, the typology involved and their minimum requirements, particularly in terms of public intervention.
