The strategies implemented by two presidents whose governments are so distant from a chronological point of view like those of Alvaro Uribe (2002-2010) and Rafael Núñez (1884-1894) in Colombia, show notwhistanding, amazing points of contact and programmatic also ideological rapprochements through the attempt to build up by the way of a new foundation a state organization made by each one which final result was the deep partition between the after and before of both presidential terms accompanied with radical and contested transformations. Employing classic and innovative political tools like Biopolitics (Roberto Esposito), sharpening of political rivalry (Schmitt) and Political conversion (Badiou) the focus of these analytical and comparative essay on the so called 'Regeneration' of the one side, and the Democratic Security/Communal State, of the other, both considered as biopolitical concepts, the fight against the Liberal Radicalism at the end of nineteenth century and the war against the FARC, also the ideological wandering from his ancient party to the opposite and rival political community in both cases, allow to understand two complementary tactics used by both presidents: the undermining of the Constitution and the upgrading of civil war as way of government.
