In the Toluca Valley (Mexico), State managed museums face an adverse scenario exacerbated by constant budget cuts, autonomy problems, changes in the tastes and preferences of visitors, and the recent health crisis. Undoubtedly, this has limited their capacity for management and innovation, not only because they depend on public policies and modernization processes outlined by the government in power, but because day by day it is more complex to attract audiences in the face of the growing cultural offer in cities. Through a phenomenological study and using the Atlas.ti software, interviews were conducted with key players in the museums and through content analysis, these problems were addressed, delving into the elements of management and innovation from the perspective of decision-makers, identifying that museums are in a critical state due to which is essential to restructure the way they operate and guide their models to be consistent with the current demands of the cultural markets. The study verifies that the relations between management and innovation establish the necessary conditions for the entity's museographic development.
