The aim of this paper is to analyze the developments and the real impact of the new law for science and technology, in the case of Colombia and compare regional decentralization policies with what happened in the continent in the last decade. We will also analyze economic trends and the impact of the current crisis facing the development of the CTI and what awaits the country in the coming years and in particular to their regions against the revolutionary processes to boost innovation and funding of science and scientific research.
