This article researches the relationship between public administration and pedagogy, which was constituted in a reflection-action axis, which was enhanced in the management of the Mayor of Bogotá in the 1995-1997 period, by the former Mayor Antanas Mockus. Thus, by generating a unique model of public management, which generated changes in citizen behavior.
