This paper offers an interpretation of the progressive city project carried out by the Tulua elites between 1910 and 1948. To this end, we review the way in which a city model was imposed that sought to "alleviate the backwardness", with the intention of promoting agricultural and commercial development, building a modern and comfortable urban infrastructure, beautifying the city, imposing hygiene and health conditions, as well as transforming the "uncivilized" practices of its inhabitants. The above by analyzing the historical categories of civilization, development and progress that were discussed in the period studied, and reviewing the minutes and agreements of the Municipal Council, notary deeds, official reports and the local press.
