Improve and strengthen inter sector links and comprehend the nature of the relations between tourism and the local community are ways for the rural community to take advantage of the opportunities that tourism offers. This paper explores the possibilities of applying networks and tourism micro clusters to the planning of tourism development in depressed rural communities. Its interest is based on analyzing the development dynamics throughout complex relations that can be established between tourism companies and the rest of the acting sectors in those communities. The bigger the inter sector links are between the local economy and the privatepublic collaboration and cooperation, the bigger the tourism multiplier will be and the more effective the resource mobilization and coordination for local distinctive set ups will be also, in order to contribute to the development of this destinations that benefit the community.
