The University-Industry-State Committee (CUEE) of the Department of Antioquia (Colombia) is a mechanism for interaction between the different actors of this triple helix in the city of Medellin, that has achieved concrete results, particularly, in the University-Enterprise relationship. Considered one of the social innovations of this century, this mechanism has been replicated in other regions of the country supported by the National Government of Colombia. This work aims at characterizing the CUEE from its inner working, since it is an atypical structure for interaction. With this purpose, we considered network theory and the theory of functional communication as points of reference, in addition to evaluate trust, communication, deliberation and negotiation as important features. Among the most important results, we found that the Committee operates as a knowledge network with a high level of trust between participants. We also highlight the importance of translators in communication processes, and the way that deliberation and negotiation are consensually obtained.
