During the government of Miguel de la Torre in Puerto Rico (1823-1837), adverse weather phenomena occurred, among them one of the most virulent hurricanes ever known, that of Santa Ana, in 1825. This article analyzes the effects that these phenomena had on the island and the institutional responses that were articulated to mitigate its effects. With this, we intend to provide a new and complementary look to the existing one, on the management carried out by the captain and governor general Miguel de la Torre during his tenure, jointly with other institutions, such as the intendente or San Juan council. Also, to analyze the possible influence of the ideas of the Enlightenment on the adopted measures, highlighting the most innovative aspects of their management, the political use of these actions and the reactions that they aroused in some of the most affected sectors of the population.
