This article seeks to identify and categorize Truth Commission recommendations aimed at influencing reforms that pursue the creation of new security sector governance structures. It examines their impacts and the obstacles to their compliance. An exploratory descriptive and qualitative methodology was employed, applying the comparative method to three Latin American Truth Commission case studies for Pem, Chile, and El Salvador to provide recommendations to Colombia’s Truth Commission. It was concluded that the active participation of security sectors, a broad conception of the security sector that includes its oversight and supervision organizations and the private or non-statutory organizations, and involving international actors, including experts and security forces is essential for the process.
