This paper analyzes the role of the state in a given framework for representative democracy, political competition and the challenges of globalization that modify the old state - Westphalian nation to new organizational forms inevitably transcend the traditional world system based and dominated by him. From the understanding of the formation of an initial budget and fiscal framework, ideological and relationally structured, to the significance of its effects on the political framework - institutional, will attempt to provide elements to partially (since it is bounded to the purposes discussed in the Article) understand (from a vision of endogenous capacities - exogenous and financial policy established) Latin American reality and addressing the international financial crisis.
