Business incubators have a fundamental role in developing national economies through the creation of enterprises, employment generation, technological development, and innovations. Incubators are recent and popular organizational forms, which are often created with the aid of public and private organizations to support and accelerate the development and success of companies affiliated. This document examines CREAME in Medellín, Colombia. The aim was to analyze the organizational and institutional change of CREAME. A multidisciplinary analysis framework was used for this investigation. Empirically, the document is based on qualitative research of cases in one of the most recognized and successful incubators in Latin America. The main results show the significant change undergone by CREAME during its 15 years of existence; no only in its aim, characteristics, and roles as organization in the system and entrepreneurship network it generates, but also in its nested relationship and enforcement of policies and programs regarding entrepreneurial development in Medellín. Finally, this research bears implications for researchers, entrepreneurs, and government bodies
