Abstract

This article analyzes and corroborates, supported by the Local Public Choice Model, the "Visión Colombia II Centenario 2019" arguments used to demonstrate that the Colombian decentralization process has been successful and that its future strengthening will have place through an increasing territorial autonomy. Following the Local Public Choice Model, this paper also proposes an operationalization of the territorial autonomy and the citizen's participation in the decentralization process. The results show that during the period 2000 - 2006, in spite of a slight advance, around 75% of the municipalities have the autonomy to allocate less than 10% of their budgets, which contradicts the position of "Visión Colombia II Centenario 2019" on the decentralization process.
