The aim of this paper is to specify a model for studying the effects of climate change on public health and Local Development. For this purpose, conducted a desk study with a sample of sources indexed with ISSN and DOI registration issued during the period 2010 to 2015. Subsequently, the information was processed into arrays of content analysis in order to establish the axes of topics of discussion and debate in the research agenda. Finally, considering the revision of theoretical, conceptual and empirical literature, the model in which we included the variables of perception, belief, attitude, intention and behavior is specified. Regarding the state of knowledge including emotional and evaluative variables to test the hypotheses concerning the effects of floods, droughts, fires and shortage of resources on environmental public health is recommended.
